Shiomi Academy has an urban legend called "the Shepherd"-a figure who supposedly appears before diligent students to grant their wishes. Kyoutarou Kakei, a second-year student and the unofficial president of the Library Club, is deep in a book at the school’s famous Great Library when he gets an unsettling email from the Shepherd. The message hints at a life-changing event, so he hurries to a nearby train station. There, he saves fellow student Tsugumi Shirasaki from an oncoming derailed train. Grateful for his help, Tsugumi joins the Library Club and pulls Kyoutarou into her puzzling "Shiomi Happy Project." Along with other new club members, they work to improve the academy while trying to unravel the mystery behind the Shepherd’s true identity.
