As tensions rise between Ursus and Reunion, threatening Lungmen, Ch'en-once the city’s most dedicated protector-abandons her loyalty to Chief Executive Wei Yenwu. She reveals her secret: she is Infected and the sister of Talulah, Reunion’s mysterious leader. Now branded a fugitive, Ch’en leaves Lungmen, determined to face Reunion alone and bring her sister to justice. Meanwhile, Rhodes Island steps in to stop the escalating violence. With the Doctor, Amiya, Kal’tsit, and their allies caught in the struggle, they cling to the fragile hope that a sliver of justice might finally help Lungmen rebuild from the ashes.
