Forty years ago, a prophecy foretold that in the year "20" and "23," two radiant lights would arrive on Earth from outer space. The darker of these lights, carrying immense power, would unleash a terrible calamity. In the summer of 2023, just as predicted, two mysterious beams descend on Kasukabe, Japan. One strikes Shin-chan, granting him strange new abilities, while the other bathes a man named Mitsuru Hiriya in its glow, awakening destructive psychic powers within him. Now, Hiriya-a man bent on global ruin-faces off against Shinnosuke, an easygoing kindergarten kid. Their clash of superpowers is about to begin.
