Daizaburo Edi-Ban, a Japanese-American cop, is assigned to New York City's notorious 34th precinct. On his first day, he gets partnered with John Estes, nicknamed "Sleepy" by friends and "Mad Bull" by criminals-a detective who enforces his own brutal version of justice. Mad Bull has no hesitation shooting petty thieves with his shotgun if they seem even slightly dangerous. He also routinely robs prostitutes and causes massive property damage during arrests. His reckless methods constantly frustrate Daizaburo and draw heat from the precinct, though his actions usually hide a twisted nobility-like using stolen money to fund clinics for venereal disease and shelters for abused women. Later, police lieutenant Perrine Valley joins them to take on tougher cases, including mafia operations and drug trafficking. The series takes inspiration from the gritty, high-energy buddy cop movies of the 1970s and '80s.
