The city-state of Lisvalletta, once peaceful, is now threatened by a dangerous new drug called Anthem. Its side effects send users into a state called Overdrive, transforming them into superpowered, monstrous beings. With the police unable to handle this crisis, the Special Crime Investigation Unit SEVEN-O steps in. To manage the risks, SEVEN-O operates under the "Double Decker" system, requiring investigators to work in partnered pairs. Kirill Vrubel, an ordinary police officer, grew up dreaming of being a hero-someone who could save his school from a sudden attack. His unlikely shot at heroism comes when his landlady forces him to search for her missing cat. While investigating an abandoned warehouse, he stumbles into a hostage situation involving an Anthem user. Partnering with SEVEN-O detective Douglas "Doug" Bilingam, Kirill proves himself and joins the unit. Now, with SEVEN-O's support, he might finally live out his childhood dream.
