The story takes place in December 2199, as the year draws to a close and people prepare for the new one. Amid the festive mood, rumors spread that Ragna the Bloodedge-an SS-class rebel with the largest bounty in history-has been spotted in the 13th Hierarchical City of Kagutsuchi. Known as the "Grim Reaper," his goal seems to be tearing down the world's governing system. Hoping to claim the reward, a group of elite fighters gathers in Kagutsuchi, each unmatched in their skills.
